All six CSRI member organizations scored themselves against 175 capabilities in the HDU model, providing insights into what’s working and guiding next steps
ARLINGTON, Va.–(BUSINESS WIRE)–The Consortium for State and Regional Interoperability (CSRI), a collection of the nation’s largest and most robust nonprofit health data networks, has announced completion of the first member self-assessments using the Health Data Utility (HDU) Capability Model. One year after CSRI launched the model at the Civitas Networks for Health® 2025 Annual Conference, all six CSRI members scored themselves against the model’s 175 capabilities across five stakeholder domains: public health, payers, providers, researchers, and patients. Details will be presented at this year’s Civitas Networks for Health Annual Conference September 22-24, 2026.
The process surfaced several scoring and definition gaps in the model. Those findings, together with input from a new peer cohort that CSRI is launching alongside this announcement, will help shape the next version of the model. Members also found value in the exercise itself, from prompting closer internal review of their own capabilities, to identifying a clear next priority, to separating true technology gaps from market or policy constraints.
“Having the members take the self-assessment is a crucial step in getting valuable data and feedback as to how the HDU Capability Model is actually working,” said J. Marc Overhage, M.D., Ph.D., Chief Executive Officer, CSRI. “Feedback has always been at the core of this process — the friction is where the learning is. Analyzing this new data from our members will help us refine the model, advance our strategy, and ultimately help us continue demonstrating HDU value to stakeholders.”
CSRI is also launching the Capability Model Learning Community, a national founding cohort of more than 40 HIEs completing the self-assessment with support from CSRI and Civitas Networks for Health. Participants get expert scoring and review, access to aggregate benchmarking data, and peer collaboration through mid-November, with recognition as an inaugural participant.
“The model earns its keep when a state, a federal partner, and a payer can describe the same capability the same way, without anyone prescribing architecture or flattening local difference,” said Overhage. “The Learning Community will be key in helping us get here.”
The HDU Capability Model builds on CSRI’s original HDU Maturity Model, launched in 2023, which provided a simple three-tiered framework for states and the health data organizations within those states to clarify, advance, and apply the HDU concept. In May 2026, CSRI refined the model based on stakeholder feedback, ahead of this first round of member self-assessments.
The current version of the model is available at www.thecsri.org to the public at no cost. CSRI anticipates launching a second cohort of the Learning Community and welcomes inquiries from interested organizations at [email protected].
